Commercial Dumpster Rental in Rochester

There is one sentence in Rochester’s own municipal code that defines the commercial market here, and it is worth quoting exactly. City Code § 20-15F: “Contractors performing work must make arrangements for the proper and legal collection and disposal of waste generated during the construction process and such waste shall not be collected by the City.” That is the City saying, in its own words, that construction waste is the contractor’s problem. It is not a technicality buried in a schedule. It is the reason a fit-out, a turnover, a re-roof or a tenant clear-out cannot be pushed into the City-issued refuse container out the back, and the reason a commercial property in this city needs a private hauling arrangement rather than a hopeful phone call to Environmental Services. The other half of the picture is the disposal end, and it is unusually clean-cut in Monroe County. Mill Seat Landfill in the Town of Riga is owned by the County and operated under a long-term lease, and its own posted policy is blunt: commercial accounts only, no residential customers, Monday to Friday, 7:00 am to 3:30 pm. A homeowner cannot drive a pickup out to the county landfill here. A commercial account can, and that difference is precisely why roll-off service exists in this market. You do not need to hold a landfill account, learn a gate procedure or send a truck across the county on a Tuesday afternoon.
Rochester is a renter-majority city inside a prosperous suburban county, and that shapes who calls us. Only about 38 per cent of city housing units are owner-occupied, so a very large share of our steady commercial work is property management: two-family up-and-down doubles and small apartment buildings turning units between tenants, on a cycle rather than as a project. A turnover produces carpet, cabinets, a vanity, blinds, mattresses and abandoned furniture, and it produces it again three doors down four weeks later. Commercial work in Rochester also runs into the recycling mechanism, which does not work the way it does in some other northeastern states. New York does not publish a statewide list of materials banned from disposal. Instead, General Municipal Law § 120-aa ordered every municipality to adopt its own source separation law, with a statutory deadline of 1 September 1992, and Rochester complied with City Code Chapter 20, Article IV, adopted 19 November 1991. Layered on top of that are product-specific bans, each in its own title of the Environmental Conservation Law: electronics since 1 January 2015, rechargeable batteries, waste tires, mercury thermostats since 2005, and paint through the PaintCare program that came to New York in May 2022. For a commercial customer the practical translation is short. Cardboard flattened and separated, scrap metal out for scrap, electronics out of the load entirely, and everything else commingled in the container. Sizing A Commercial Container In Monroe County
Commercial sizing is a weight-versus-volume decision more than a rooms decision. A 20 yard suits a single unit turnover, a small office strip-out or a site where the ground is tight and a swap is easier than a bigger footprint. A 30 yard is the workhorse for retail refits, whole-building turnovers and mixed construction debris, and it is the size most contractor accounts settle on. A 40 yard is airy bulk only: partitions, systems furniture, ceiling grid, cabinetry, packaging and framing. Do not put masonry, concrete, soil or wet material in a 40 — it will reach a legal payload with the sides nowhere near full and the box cannot lawfully leave your site. For demolition rubble, concrete slab or brick, use a 10 or a 15 loaded flat and run it alongside the big box. Two containers loaded by material beat one container loaded by convenience every time. Commercial access in Rochester is usually better than residential access, but the constraints are the same three: roughly 60 feet of straight approach, about ten and a half feet of working width, and 20 feet or more of overhead for the hoist. On a downtown site the limiter is often a canopy, a fire escape or a low bay door rather than the ground. On an older commercial street the limiter is the electrical service drop. Tell us at the booking what is above the set point. If the container has to sit in the right-of-way, that is a written permit from the City Engineer under City Code § 104-24, and under § 104-24(C) the obstruction has to be barricaded and lit at night. On a Rochester street in December sunset is before five o’clock, so we put reflective marking on every street placement. Permits may be revoked without notice under § 104-24(B), and materials have to be gone by expiry under § 104-24(D). Contact the Department of Environmental Services for current fees. On placement we hold to five feet clear of combustible walls, openings and roof eave lines under 19 NYCRR Part 1225, and we lay plywood on any asphalt, because a loaded 30 on a March apron over Monroe County silt loam is several tons on a very small footprint.

Does the City collect anything from a commercial property?
Not construction waste, and that is the part that matters. City Code § 20-15F states that contractors performing work must make arrangements for the proper and legal collection and disposal of waste generated during the construction process and that such waste shall not be collected by the City. There is no route around that sentence and no category it falls into. For ordinary refuse a commercial property arranges private collection as a matter of course. For anything generated by a job — a fit-out, a turnover, a tear-off, a strip-out — you need a container and a hauler. Check current rules with the City of Rochester.
Can I just take loads to the county landfill myself?
Only if you hold a commercial account. Mill Seat Landfill in the Town of Riga is owned by Monroe County and its posted policy is commercial accounts only, no residential customers, open Monday to Friday from 7:00 am to 3:30 pm. That single line is the reason roll-off service exists in this county. Even with an account, the arithmetic rarely works: a pickup load is a fraction of a 30 yard container, the gate is across the county from most of our customers, and a driver making four round trips is a day of labor you are paying for twice. What has to come out of the load before collection?
Cardboard flattened and separated, scrap metal separated for value, and anything New York bans from the trash outright. Electronics have been banned from landfills, waste-to-energy, the trash and curbside since 1 January 2015 under ECL Article 27, Title 26. Rechargeable batteries are illegal in the trash under Title 18, and a 2025 amendment brought e-bike and e-scooter batteries in with them. Waste tires cannot be land-buried under Title 19. Mercury thermostats have been banned from disposal since 2005 under Title 29. Leftover paint goes free to a PaintCare drop-off. Asbestos never goes in our containers under any circumstances. Can I set up a standing swap rather than calling each time?
Yes, and for most property managers that is the sensible arrangement. We set a swap day and a size, you call only when the cycle changes, and we hold the slot. It works best where the turnover rate is steady, which in this market usually means a portfolio of small multifamily buildings rather than one large one. Two practical notes. Tell us if a unit turnover has a plaster strip-out in it, because that changes the container, not just the schedule. And in January and February give us a day of notice where you can, because a lake-effect band off Lake Ontario can put a foot of snow on the east side of the county while the west side stays dry.
Do you handle demolition and construction debris on the same account?
Yes, and most of our contractor accounts run both. What we ask is that the material is separated sensibly on site rather than at the gate. Clean concrete, brick and block belong in a small container loaded flat. Mixed construction and demolition debris goes in the 30. Airy material — partitions, cabinetry, packaging, framing — goes in the 40. Anything with asbestos in it does not go in any of them. If the building is pre-1974, remember that 12 NYCRR Part 56 requires an asbestos survey before demolition, renovation, remodelling or repair, and that a survey exemption is not an exemption from the rules.
